新莊文化藝術中心的成立以落實地方社區文化建設、建立社區意識及提昇市民生活品質為目標，民國七十九年進行籌建，經八十、八十一年間觀摩縣市文化中心特色，確定功能定位後開始建造，民國八十四年十一月十一日開幕啟用，歷時一年十個月、耗資三億餘元。
新莊文化藝術中心是全國首座鄉鎮市級文化藝術中心，原隸屬於臺北縣新莊市公所，在民國99年12月25日，隨著臺北縣政府升格為直轄市「新北市」後，新莊文化藝術中心亦改制納編於新北市政府文化局轄下。新莊文化藝術中心座落於本市『公八』公園預定地，建築面積為二七九七平方公尺，建築外觀以紅磚為主體，搭配淺青色與淡灰色磚石，造型方圓兼具，內外融合，是都會城市中的一抹火紅熱情。文藝中心整體建築計地上三層、地下一層，空間規劃有演藝廳、藝術廳、期刊室、閱覽室以及布袋戲文物館與典藏室等。多功能、多元化的空間設計，持續無限延伸藝文的版圖。
文建會自八十三年起配合行政院十二項建設之「充實省(市)、縣(市)、鄉鎮及社區文化軟體設施」研擬推動「充實鄉鎮展演設施」計畫，希望透過這項計畫充實與改善鄉鎮地區的展演場地、均衡城鄉差距，新莊文藝中心即是這項計畫的成果。除強調其在地性與本土性外，新莊文藝中心在現代化的都會環境中更戮力開拓地方性與國際觀兼容並蓄的展演機制，充分展現豐沛的生命力！

進入文藝中心後，映入眼簾的是挑高的天井設計，大廳兩側為服務台及販賣部，均為半圓弧設計。左側為服務台，由專人為您服務、解決相關藝文諮詢，並設有開放式目錄架，除了新莊在地藝文資訊，亦同步擺放各縣市展演資訊供民眾索取。右側則為販賣部，展示中心歷年來出版品與文化藝術相關書籍，並販售演藝活動之票券。
一樓的藝術廳，分A、B兩廳，各佔地約五十坪，開放式的空間設計，動線清楚，大理石地面與白色壁面交織成愉悅的賞覽空間。多元豐富的文物、藝術作品展覽，為新莊地區注入躍動的藝術活力。

演藝廳舞台是典型鏡框式設計，鏡框高17.83M x寬17.8M、舞台面深17.5 x寬17.8M，舞台面之廣與舞台縱之深皆為多數地方級文化中心所不及，燈光、音響等各項硬體設備俱足，每年安排百餘場演出活動，為一綜合性多功能表演廳。演藝廳觀眾席於2010年進行大規模的內部整建，針對天花板、牆面、地坪等多處改善，計三層樓高，共641個座位，另含4個無障礙席，以原木色座椅搭配豆沙色椅布、原木造型音效箱、灰色地毯，視野寬廣，典雅氣派，此外，另設有休息室、盥洗室、排練室…等空間，提供表演團隊及觀眾更舒適的環境。

新莊兒童合唱團成立於民國89年，是由新莊各學校，愛好唱歌的小朋友組合而成，從89年12月第一次「天使知音」在新莊文化藝術中心的創團首演開始，將新莊許多學校參與合唱團共同的成長歷程，用最真誠、最認真的呈現，帶大家一同聆賞天籟般的童聲，在千禧年的平安夜，一首首聖誕歌曲聯繫你我的生活體驗，溫暖冬天裡悸動的心靈。
90年10月，應邀參加在恆毅中學舉辦的「金鑽婚」楷模表揚活動，在與觀眾的互動中，透過歌聲，祝福一對對金鑽婚楷模家庭和諧、百年好合，帶給大家更多的驚喜與感動！91年更受邀至國家戲劇院演出「小黑魚立大功」音樂劇，92年、93年更參與文建會全國兒童音樂劇「美崙山傳奇」、「黑琵」的演出。目前亦經常受邀參加各類大、小型的演出，以新莊親善大使的全方位藝術團隊期許，本著文化藝術落實於社區，帶動地方音樂的欣賞風氣，場場皆獲各界熱烈的迴響與肯定，新莊兒童合唱團期待深入新莊各社區與每個角落，甚至未來更能走出新莊，要讓更多人認識新莊豐沛的活動力。
